National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT/CC) is very pleased to invite you to participate in the 2005 Annual Conference on Computer Network Security and Emergency Response ( CNCERT/CC 2005 ) and the 1 st China Training Course by Training of Network Security Incident Teams Staff ( TRANSITS). The Conference will take place in Guilin of Guangxi, China, from 22 to 26 March 2005.

The Ministry of Information Industry (MII) has approved to convene CNCERT/CC 2005 in March 2005. Incidents increasingly endanger the network security with its rapid growth in China. The conference aims to reinforce China's network security, promote the cooperation and coordination in addressing computer network emergency response, and facilitate security and response technological research and relevant industries development. For its first time, the CNCERT/CC 2005 will gather government officials, technical experts, enterprise customers, and leaders in charge of the security for critical sectors. The conference theme will be Establishing Positive, Open, and Effective Network Emergency Response Systems . The event will provide a discussion on this area to explore a coordinated solution.

CNCERT/CC 2005 has received significant support and guidance from several government agencies including the State Council, MII, Ministry of Public Security (MPS), and Bank of China. Sound collaborations have also undertaken with related sectoral associations, network operators, financial institutions, and Medias. Core international organizations on security and emergency response will also delegate their senior experts for technical exchange in the conference, which include Forum of Incident Response and Security Teams, Asia Pacific Computer Emergency Response Team, and Trans-European Research and Education Networking Association. They will provide a technical training to responsible security managers of domestic agencies and telecommunication, finance, and education areas. At the conference, CNCERT/CC will release the survey result and authoritative reports for its first National Public Network Security Condition Survey.

During the conference, international and national representatives can talk and discuss the evolution of technologies, products, scenarios, and approaches for network emergency response. Representatives can also exchange information on analysis, monitoring, and management of network incidents as well as strategies to improve China's network security response. The conference will investigate a coordination mechanism to integrate various

efforts, maximize benefits, increase the efficiency, and ensure an integral safety for addressing network security. Over 400 representatives will attend the conference, including official leaders of relevant government agencies (e.g. MII and MPS), network operators, software and hardware producers, IOS companies, experts and academies and leaders of well-know companies. About 200 senior managers will participate in the TRANSITS-China Training Course. Moreover, the conference will invite technical papers on the targeted theme and provide specific expositions for technologies, products, and solutions of network security and incident response.

As a professional assembly on China's network security and response with the highest level, CNCERT/CC 2005 will endeavor to create a unique participatory environment for core security enterprises. It will be a promising platform to promote communications and cooperation between authorities, associations, enterprises, and customers.
